A freezing-rain event is not a small snowstorm, and the service is not a smaller version of plowing
The short answer
Freezing rain arrives as liquid and freezes on contact, which means there is often nothing to plough and everything to treat. A blade has nothing to push, so the entire response is material and timing: applying traction or a melting agent before a surface glazes, and returning as the event continues. That is why an ice event can produce a higher bill than a snow event of the same duration despite no plowing at all, and why the response can look, from a window, like nothing happened. It is also the storm type where the gap between what a property owner expects and what a contractor can actually deliver is widest, because no treatment produces bare pavement during active freezing rain — it produces a surface that is passable rather than one that is clear.
Why a blade is the wrong tool
There is nothing to move. Freezing rain deposits a thin, hard, bonded layer directly on the surface, and a plough blade run over it removes nothing and can polish it. Where an ice event is mixed with snow, the snow is ploughed and the glaze underneath is still there afterwards, which is why a cleared-looking surface after a mixed event can be more dangerous than an uncleared one.
What treatment can and cannot do
Salt works by lowering the freezing point of water, and its practical effectiveness falls as pavement temperature drops. At low enough temperatures it stops doing useful work and traction material becomes the answer instead — sand does not melt anything, it simply gives a surface something to grip.
Neither produces bare pavement during active freezing rain. The realistic target is a surface that can be walked and driven on with care, maintained by repeat applications until the event ends.

What a property owner can do
Keep entrances and steps clear of anything that traps water, watch roof and downspout discharge, and take seriously the areas where meltwater crosses a walkway and refreezes overnight — those refrozen crossings cause more falls than the storm itself does.
If the property has any medical, business or livestock access requirement, say so before the season rather than during the event, because during the event the route order is already set.

Questions to settle before the snow flies
Why did nobody plow during the ice storm?
Because there was nothing to plough. Freezing rain deposits a bonded layer that a blade cannot move, so the response is material rather than clearing.
Why is the bill higher when there was less snow?
Ice control is material-driven and repeat-visit-driven. A long freezing-rain event can consume far more material than a snow event of the same length.
Does salt work at any temperature?
No. Its practical effect falls as pavement temperature drops, and below a certain point traction material rather than a melting agent is the sensible answer.
What is the difference between salt and sand?
Salt lowers the freezing point and works chemically; sand melts nothing and works mechanically by giving grip. They solve different problems and are not interchangeable.
Should I expect bare pavement after treatment?
Not during active freezing rain. The realistic outcome is a passable surface maintained by repeated application.
Is a mixed snow-and-ice event more dangerous after plowing?
It can be, because the snow comes off and the glaze beneath stays. That is why treatment normally follows clearing in a mixed event rather than replacing it.
Which areas should be treated first?
Walks, steps and entrances, because that is where the injury risk is highest and where a fall is most likely.
Why did the contractor arrive later than usual?
Driving conditions are worse for them too, and route progress slows for the same reason yours does.
What about refreezing overnight?
It is the most under-estimated hazard of the whole season. Meltwater that crosses a walkway during the day and refreezes at night produces a hard, thin, nearly invisible surface.
Does roof runoff matter during an ice event?
Very much. A downspout discharging across a walkway produces ice exactly where people step.
Can I request a specific material?
You can raise it, and there are real reasons to — pets, plantings, masonry, concrete age. The contractor decides what they can effectively use at the temperatures involved.
